Joseph Natalio "Joe" Baca Sr. was born in Belen, New Mexico, USA. He is an American politician. He served as the U.S. House of Representatives from California's 42nd district from 1999-2003 and 43rd district from 2003-2013. He was elected to the California State Assembly in 1992, and to the California State Senate in 1998. He earned a BA degree in Sociology from California State University, Los Angeles.
