James Bryce, 1st Viscount Bryce was born in Belfast, Northern Ireland. He was a British academic, jurist, historian, diplomat and Liberal politician. He earned a BA degree in 1862, and received his LLD degree in civil law from Trinity College, Oxford in 1870. From 1870 to 1893 he served as regius professor of civil law at Oxford, where, with Lord Acton, he founded the English Historical Review. From 1880 to 1907 he was a Liberal member of the House of Commons, serving as undersecretary of state for foreign affairs, chancellor of the duchy of Lancaster, and president of the Board of Trade. He served as chief secretary of Ireland from 1905-1907. He was appointed British Ambassador to the United States of America from 1907-1913.
