He was the U.S. House of Representatives from Virginia's 8th congressional district from 1991-2015. He was the mayor of Alexandria, Virginia from 1985 to 1990. He earned a BA degree in Economics from the College of the Holy Cross in 1967. He earned a Master of Public Administration from the University of Pittsburgh in 1970.
