Henry Roberto Cuellar was born in Laredo, Webb County, Texas, USA. He is an American politician and lawyer. He is the U.S Representative for Texas's 28th congressional district, a position he has held since 2005. He is a member of the Democratic Party. He graduated cum laude with a bachelor's degree in foreign service. He earned a master's degree in International Trade from Texas A&M International University in Laredo and a Juris Doctor from the University of Texas School of Law and a Ph.D. from the University of Texas. In 2001, he was appointed as Secretary of State of Texas by Republican Governor Rick Perry. He served as a professor at the Texas A&M International University in his native Laredo.
