James Holley Douglas was born in Springfield, Massachusetts, USA. He is an American Republican politician. He served as the 80th governor of Vermont from 2003-2011. He earned a BA degree in Russian from Middlebury College, Middlebury, Vermont in 1972. In November 1972, he was elected to the Vermont House of Representatives. He served as Secretary of State of Vermont from 1981-1992. He served as Treasurer of Vermont from 1995-2003.
