John McKee Spratt Jr. was born in Charlotte, North Carolina, USA. He is an American Democratic politician and lawyer. He was the U.S. Representative for South Carolina's 5th congressional district from 1983 to 2011. He served as Chair of the House Budget Committee from 2007-2011. He earned a BA degree in History from Davidson College in 1964. He earned an MA degree from Oxford University in 1966. He earned an LLB degree from Yale Law School in 1969. He was a captain in the Army from 1969 to 1971. He was awarded the Meritorious Service Medal. He married Jane Stacy. They have three daughters named Sarah, Susan, and Catherine.
