John Stephen Monks was born in Manchester, England. He is an English politician and union leader. He is a Labour Co-operative member of the House of Lords. He was the General Secretary of the Trades Union Congress in the UK from 1993 until 2003, when he became the General Secretary of the European Trade Union Confederation. He studied Economic History at the University of Nottingham.
