James Lane Buckley was born in New York City, USA. He is an American judge and politician. He earned a BA degree from Yale University in 1943. He earned a law degree from Yale Law School in 1949. He served as a United States Senator from New York as a member of the Conservative Party of New York from 1971 to 1977. He served as Undersecretary of State for Security Assistance from 1981–1982. He was appointed in 1985 by President Ronald Reagan to the United States Court of Appeals for the District of Columbia Circuit. He became a senior judge of that Court in 1996. He has written several books include: Freedom at Risk, Strategic sufficiency: fact or fiction?, and Saving Congress from Itself.
