James Reay Fraser was born in Derby, Tasmania, Australia. He was an Australian politician, teacher and journalist. He was a Member of the Australian House of Representatives for the Australian Capital Territory from 1951 to 1970. He worked as a teacher in Victorian state schools from 1927 to 1935. From 1946 to 1948 he worked as a journalist in the Department of Information in Canberra.
