John Emerson Moss was born in Hiawatha, Utah, USA. He was an American Democratic politician. He was a member of the U.S. House of Representatives from California's 3rd congressional district from 1953-1978. He was elected to the California State Assembly in 1949, where he served as the Democratic floor leader until 1952. He married Jean Kueny in 1935. Together they had two daughters, Jennifer Afton and Allison Effie.
