The European organisation contemplated could not oppose any ethnic group, on other continents or in Europe itself, outside of the League of Nations, any more than it could oppose the League of Nations.
Aristide Briand Quotes
This means that the search for a formula of European cooperation in connection with the League of Nations, far from weakening the authority of this latter must and can only tend to strengthen it, for it is closely connected with its aims.

Aristide Briand was a French statesman who served eleven terms as Prime Minister of France during the French Third Republic and was a co-laureate of the 1926 Nobel Peace Prize. He studied law, and soon went into politics, associating himself with the most advanced movements, writing articles for the anarchist journal Le Peuple, and directing the Lanterne for some time. He was the principal author of the law of separation, but, not content with preparing it, he wished to apply it as well. Briand succeeded Clemenceau as Prime Minister in 1909, serving until 1911, and served again for a few months in 1913.
