James Hayes Shofner "Jim" Cooper was born in Nashville, Tennessee, USA. He is an American Democratic politician. He is the U.S. Representative for Tennessee's 5th congressional district, serving since 2003. He previously represented Tennessee's 4th congressional district from 1983 to 1995. He is the son of former governor Prentice Cooper. He earned a B.A. degree in history and economics from the University of North Carolina in 1975. He earned an M.A. degree in politics and economics from Oriel College, Oxford in 1977. In 1980, he received a J.D. degree from Harvard Law School.
