James David Watkins was born in Alhambra, California, USA. He was an American Navy admiral and former Chief of Naval Operations. He served as the U.S. Secretary of Energy during the George H. W. Bush administration from 1989-1993. He also chairing U.S. government commissions on HIV/AIDS and ocean policy. He earned a BS degree from the United States Naval Academy, Annapolis, Maryland in 1949. He earned an MS degree in Mechanical Engineering from Naval Postgraduate School, Monterey, California in 1958. He was awarded the Bronze Star with Combat 'V' as a result of combat operations that occurred in May and June 1968, in the Gulf of Tonkin, while serving as executive officer of USS Long Beach.
