James Cash "J. C." Penney Jr. was born in Hamilton, Missouri, USA. He was an American businessman who founded the J. C. Penney stores in 1902. In 1898, he began working for a small chain of stores in the western United States called the Golden Rule stores. He expanded to 175 stores by the time he retired in 1917. His stores today sell general merchandise for the home.
