John Watson Foster was born in Petersburg, Indiana, USA. He was an American diplomat, army officer, Republican politician and lawyer. He served as the 32nd United States Secretary of State under Benjamin Harrison from 1892-1893. He served as the U.S. Ambassador to Mexico, to Russia, and to Spain. He earned a BA degree from Indiana State University in 1855. He studied law from Harvard Law School, then moved to Cincinnati, Ohio to begin his legal career. He also proved influential as a lawyer in technically private practice in the international relations sphere. In 1861, he volunteered in the Union Army in the American Civil War. Initially commissioned as a major, he rose to the rank of colonel, serving with the 25th Indiana Volunteer Infantry, the 65th Indiana Volunteer Mounted Infantry and the 136th Indiana Volunteer Infantry. He wrote several books include: A Century of American Diplomacy, American Diplomacy in the Orient, The Practice of Diplomacy, and War Stories For My Grandchildren.
