He was the United States House of Representatives from Arizona's 5th congressional district from 1985-2003 and 8th congressional district from 2003–2007. He was a Member of the Arizona State Senate from 1977-1982. He earned a BA degree in Political Science from Northwestern University in 1965. He earned an MBA degree from Stanford University in 1967.
