Francisco Javier Solana de Madariaga was born in Madrid, Spain. He is a Spanish physicist, diplomat and Socialist politician. He served as Minister of Foreign Affairs under Felipe González from 1992-1995. He served as Secretary General of NATO from 1995–1999. He was appointed the European Union's High Representative for Common Foreign and Security Policy, Secretary General of the Council of the European Union and Secretary-General of the Western European Union. He studied at Complutense University of Madrid. He received his PhD in Physics from the University of Virginia in 1971. Returning to Spain he became a lecturer in solid-state physics at the Autonomous University of Madrid, and then in 1975 he became a Professor at Complutense University of Madrid.
