Francis Anthony "Frank" Keating II was born in St. Louis, Missouri, USA. He is an American politician. He served as the 25th governor of Oklahoma from 1995 to 2003. His term was also marked by the enactment of welfare reform and tax cuts. He received his Bachelor of Arts degree in history from Georgetown University in Washington, D.C. in 1966. He obtained a J.D. from the University of Oklahoma College of Law, in 1969. In 1973, he was elected to the Oklahoma House of Representatives. He would serve a single term in the House, until 1975, when he was elected to the Oklahoma Senate. President Ronald Reagan to appoint Keating as the U.S. Attorney for the Northern District of Oklahoma.
