James Patrick Moran Jr., known as Jim Moran was born in Buffalo, New York, USA. He is an American Democratic politician. He was the U.S. House of Representatives from Virginia's 8th congressional district from 1991-2015. He was the mayor of Alexandria, Virginia from 1985 to 1990. He earned a BA degree in Economics from the College of the Holy Cross in 1967. He earned a Master of Public Administration from the University of Pittsburgh in 1970.
