James Manuel Costa was born in Fresno, California, USA. He is an American Democratic politician. He is the U.S. Representative from California's 16th congressional district since 2013. He served as the U.S. House of Representatives from California's 20th congressional district from 2005-2013. He previously served in the California State Assembly from 1978-1994, and in the State Senate from 1994-2002. He earned a BA degree in Political Science from Fresno State University in 1974.
