Emanuel Cleaver II was born in Waxahachie, Texas, USA. He is an American politician and pastor. He is member of the United States House of Representatives from Missouri's 5th congressional district, where he's served since 2005. He is a member of the Democratic Party. He was elected Mayor of Kansas City, serving from 1991 to 1999. He graduated from Prairie View A&M University. He received a Master of Divinity degree from St. Paul School of Theology. He has been the pastor at the St. James United Methodist Church in Kansas City Missouri from March 1972 until June 28, 2009.
